Sure, there are tools and scripts that will correct your photos. Your camera probably has a 'red-eye reduction' flash mode. But, nothing works 100% of the time. If you really want pixel-perfect photos, or maybe you would like to enhance your photos to create blazing blue eyes, you'll want to learn how to do it yourself. I recently found digiKam.
digiKam has a bunch of features that make it easy-to-use for the everyday task, including red-eye reduction in your photos. The digiKam software is aimed at managing your photo collection rather than professional (hard) graphics design. So, in summary, if you want ultimate precision and control with features for professional graphics creation (learn) and use the GIMP (which works on both Linux and Windows). If you want easy-to-use yet powerful (user) features, use digiKam.
